no harm could ensue, as "if any member objected" the Council

could not accept the Report of the Standing Law Committee

so as to render it unnecessary to consider the Bill in Com-

mittee of the whole Council.

In view. moreover of the first two lines of Order 48,

it may be doubted whether, if a vacancy occurred on the Law Committee (for instance) through absence from the Colony of

a member (for instance), ñ. E. could fill up such vacancy except

at the date mentioned ir Order 48. At all events it is not

very clear and it would not be amiss to add to Order 48:~

The President may, at any meeting of the Council, fill any UPA

Vacancies in either the Law Committee or the Public

Works Committee, which have occurred since the appointment

of such Committees,"
